Leaving the resolution the same and switching to AMD hardware encoding, the encoder did not switch to software encoding at any point during gameplay. Sadly, it wasn't enough to push it to 60 FPS constantly but I was able to at least get a pretty much constant 30 FPS. I enabled software encoding and dropped the resolution down to 720p on beautiful preset and I was able to improve the framerate. I pretty much followed both of you with respect to the advice.
